Objectives
The course on Evaluation and Spatial Management aims at raising the students awareness on strengths and weaknesses of a certain territory either in the sense of its planning process evaluation or the monitoring of implementation of those plans at different scales.
In a first moment the focus will be on methods for the definition of strategic objectives based on the results from the analysis and diagnosis of the territory, as a way of understanding the following steps of the planning process and its evaluation. In the second moment the student should develop skills to evaluate the implementation of spatial plans from the operational management point of view.
The student shall develop the following skills:
a) Theoretical knowledge on evaluation and spatial management
b) Using of scientific methodologies to evaluate the territory in a real context
c) Defining strategic objectives based on the spatial evaluation
d) Knowledge of the legislation related to the national Spatial Management System
e) Knowledge on the legislation related to the Environmental Evaluation Strategy
Prerequisites
None.
Subject matter
Spatial management. Interface between planning and management. Planning implementation . Sharing responsabilities between private and public entities. Land use management and changing processes. Infraestructures in land. Cadastrial aspects. Urban plans. Equity on planning. Perequation principle. Housing in rural áreas. Evaluation on planning process.Different approaches of evaluation. Methods and indicators. Other tools of evaluation to support decision-making. Environmental strategic evaluation. Evaluation reports.

- Reading of selected bibliography to respond on a written examination
- Participation on a working group with oral presentation and written report.
