Objectives
a)To be familiar with the conceptual basis of spatial planning;
b)To identify the main stages of urban and regional planning evolution;
c) To understand the evolution of the legal framework of spatial planning in Portugal;
d) To apply concepts to case studies on urban and regional scales.

Subject matter
CONCEPTUAL FRAMEWORK. Territory and territorial dynamics. Planning as a process of regional development: concept, objectives, scales, phases, cycle, public participation. Types of planning. Interrelations. Limitations of the rationalist view in unstable environments. Concepts of resiliency and flexibility. Government and territorial governance.
EVOLUTION OF IDEAS IN URBAN AND REGIONAL PLANNING. Emergency conditions of urban planning. From Sanitary engineers perspective towards Sustainable City. Main paradigms of regional planning: from growth poles towards competitiveness and territorial cohesion.
TERRITORIAL PLANNING IN PORTUGAL. State responsibilities at central, regional and local levels. Evolution of spatial planning system in Portugal: principles, tools and coherence. Articulation and coordination of spatial planning tools. Scales of spatial planning: problems, solutions and objectives.

Teaching method
Expository and participatory classes. Lectures where questioning and debate are welcome, practical classes (group work).
Evaluation method
To each student is required:
- The reading of selected bibliography, whose content shall be assessed through two written tests;
- Participation in working group and oral presentation of an essay.
