Objectives
The learning outcomes of this curricular unit are the following: to identify and establish a context of the different aspects of public policies and strategies for the media; to develop a study on these themes in accordance with legal, administrative, economic and technological approaches; to analyze the Portuguese reality and the European framework.

Subject matter
Brief history of the public policies in the light of studies made by Siebert, Schramm and Peterson and of Hallin and Mancini. The application of these models to Portugal. The right to inform, to be informed and to be informed in the light of the Portuguese legal and constitutional framework in force. Public policies and governance of the media within the international law context. The European Union, the Council of Europe and the European policies for the media. The radio and
television public service. The media public service. The transparency, the non-concentration and the independence of the media. The policies for the pluralism. The economic incentives system for the media. The regulation as instrument of the public policies. The public policies and the digital era.

Teaching method
Presentation of the seminar contents in constant discussion with the student´s participation with the goal to encourage their knowledge and questioning skills.
Evaluation method
The evaluation will take into consideration the following criteria: participation in seminars (40%) and the presentation and conduction of a debate about a research work on a theme selected by the student (60%).
