Objectives
1.To be familiar with the conceptual framework of spatial development 2.To have the ability of understanding the processes of land use change and to deal with their complexity 3.To develop foresight approaches and the ability to build feasible solutions 4.To be acquainted with the legislative framework of spatial development policy (from the EU to the local level), in articulation with the administrative structure 5.To understand the planning problems and to contribute to the design of solutions at different scales 6.To be able of evaluating different proposals to different levels of intervention and to compare actual results to expected results 7.To be familiar with the theory in planning, the methodologies and tools for territorial planning and for territorial development 8.To develop a critical judgment on the policy of spatial development in Portugal

Subject matter
The curricular unit is organized in eight sections: 1.The policy of spatial development - conceptual framework. Basics. Objectives. Scales of intervention. Instruments. 2. Stakeholders. Territorial conflicts. 3. Agenda - between the lessons of the past and the foresight approach. 4. Contemporary challenges of spatial development: substantive, instrumental and procedural ones. 5.Spatial Development. Territorial structuring elements: polycentric urban system, infrastructures and facilities networks, economies of scale and endogenous development, environmental protection. Opportunities and threats.
6. Administrative organization and sharing of responsibilities. 7.Legal framework for intervention in Portugal and results of its implementation. Examples at national, regional and municipal levels. 8. Urban Policy: problems and ambitions.

Teaching method
Each student is required: - Reading of selected literature, whose content shall be assessed through a written test; - Oral presentation on class of a planning problem and coordination of its discussion on class (individual work); - Conducting a research (individual or group work) delivered by a written essay.
