Objectives
a) To get familiar with the conceptual frame of the strategic spatial planning;
b) To deep the knowledge on the legislative framework of the spatial planning policies, particularly on the instruments of territorial management of a strategic nature;
c) To recognize the specific methodologies of strategic planning, in particular, the ways of diagnosis, SWOT analysis, structural analysis, building of scenarios and of strategic development visions;
d) To understand the advantages of linking the strategic approach to the rationalist approach of territorial planning;
e)To identify problems or other conditions for the promotion of regional development where there is the need for strategic planning processes;
f)To identify the stakeholders involved, as well as their strategies and the kind of relations between them;
g)To understand the importance of public participation and to develop methods for its delivery;
h) To mature a critical thinking on the strategic territorial planning;
i)To develop the ability of foresight and of building creative and feasible solutions;
j)To develop the ability to participate in multidisciplinary teams and to stand up for strategic planning proposals.
Prerequisites
None.
Subject matter
1) Strategy and Foresight: their origin and conceptual framework. The foresight lines of thought.
2) Criticisms. The application of strategic planning to the territory.
3) The specific methods of strategic planning: building of scenarios, structural and SWOT analysis, the support to decision-making, stakeholders strategy. Pros and disadvantages.
4) Methodologies for the development of territorial strategic plans.
5) Analysis of case studies.

Teaching method
Expositive classes where the debate of themes is welcome.
Group work.
Discussion of strategic planning documents.
Presentation of best practices in strategic territorial planning.
Evaluation method
Each student is required to:
-Oral presentation of a paper or book review.
-Conducting a research (individual or group work) delivered by a written essay.
-Oral presentation and discussion on class of the essay summary.
-Reading of selected literature, whose content shall be assessed through a written test.
