Objectives

a) Understanding the contribution of public services and facilities in territorial planning, at different scales ;
b) Identifying the various public facilities - education, social security (for children and elderly), health, sport, culture, public safety - with the public policies associated ;
c) To understand the demographic, socio-economic and territorial dynamics that are involved in the reshaping of public facilities networks ;
d) To be familiar with the methods of public facilities programming;
e) Design and apply targeted approaches to public facilities networks management .

Prerequisites

None.

Subject matter

Concept of public facility. Typologies. Public policies involved. Responsibilities of the various government levels. From basic local to structuring public facilities: their integration in territorial planning. Design and (re) structuring of the networks: supply vs. demand, factors involved in the reshaping, the diagnostic methods, criteria for programming, dimensioning and location. Examples. The concept of \"public facilities maps\". The specificity of education public facilities. The Education Map: concept and its deliver in different territorial contexts. New forms of understanding the relation education / city. Guiding principles of network management: monitoring and evaluation indicators of performance.

- Reading of selected literature, whose content shall be assessed through a written test;
