Objectives

Main Objectives:
Provide students with skills in the area of ​​physical planning, environmental planing and sustainable land management, focusing at the local scale.
Has 3 levels of specific objectives:
1. Provide and apply techniques and methods of characterization, diagnosis and assessment of physical and environmental sustainability of a territory.
2. Provide the student with techniques and methods for local sustainable development, such as Local Agenda 21 and Neighbouhood Sustainable Planning.
3. Learn with local projects of good practice already implemented. Emphasis on Urban Regeneration and Sustainable Energy in the local context.

Subject matter

1. Presentation of the discipline, work program, organizational aspects. Presentation of the Ecological Balance Method and introdution to Ecological Banking, Mitigation Banking, offseting Biodiversity and The Environment Bank Ltd. Assignment Nr. 1: Exercíse on the Ecological Balance Method. Release of Assigment Nr 2 (Exploring Potentials and Case Studies on the Net related to this method).

 

2. Results of Assignment 2 and debate. Presentation of Carrying Capacity Analyses and Urban Potential Assessment.

Assignmente Nr. 3. "Capacity Assessment and Urban Potential Framework of an individual site".

 

3. Results fo Assignment Nr. 3 and debate.

Preparation for the field trip to the Alto da Boa Viagem in Caxias, Oeiras, for simulating consulting work in sustainability planning. Assignmente Nr. 4.

 

4. Field trip to the Alto da Boa Viagem (Caxias - Oeiras). Gathering information about the territory for the application of planning techniques (carrying capacity and development potential of the territory) - Assignmente Nr 4..

 

5. Monitoring and supporting the student''''s work related to Assignmnet Nr. 4 "Alto da Boa Viagem."

 

6. Presentation by students of the results of the Assignment Nr. 4 "Alto da Boa Viagem." Debate, appreciation of the work and individual oral assessment on the subject of Part A.

 

7. Introduction to the evaluation of projects for Local Sustainability. Focus on the Project-Check Method, designed for the evaluation of the merits of a project for sustainability. Consolidation of knowledge about Project-Check, Assignment Nr. 5  done in class.

Presentation of database of projects in Lisbon Metropolitan Area that are considered of good practice. Launch of the Assignment Nr. 6 "Analysis of Local Projects on Territory and Sustainability".

 

8. Focus on Projects BIP / ZIP collaboration with the CM Lisbon.

 

9. Focus on the local projects "Bio-Energy Regions and Villages"Placing emphasis on the territorial dimension, social, technological, economic and organizational sustainability of these projects for the local energy. 

 

10. Assignment Nr. 6 "Analysis of Local Projects on Territory and Sustainability". Practical lecture to support the work of students.

 

11. Presentation of the results of  Assignment Nr. 6. Debate, appreciation of the work and individual oral assessment on the subject of Part B.

 

12. Local Agenda 21. Methodologies and techniques for its elaboration and managmente. Experience in Portugal. Approaches at different spatial scales and new developments. The case of LA21 Lisbon. From Local Agenda 21 to Neighborhood Plans. Planning for the sustainability of neighborhoods in Portugal. The cases of "Plans Barrio" in Madrid, Coruña and Barcelona. Reference to other Neighborhood Plans in other EU countries. Launch of Assignment Nr. 7. Groups of 2 students select a "Plan de Barrio" of Madrid.

 

13. Practical class. Support and work on the Assignment N. 7.

 

14. Presentation of the results of work. Debate, appreciation of the work and individual oral assessment on Part C.
