Objectives
a) To master theorical aspects of strategic spatial planning;
b) To analyze the political and legal frameworks in the fields of planning policies;
c) To acquire knowledge about specific methodology applied to strategic planning: forms of diagnosis, SWOT analysis, structural analysis, building of scenarios and strategic development visions;
d) To understand the advantages of articulation between strategic approach and rationalist approach to territorial planning;
e) To identify situations where strategic planning process is needed;
f) To identify the stakeholders involved and understand the governance dynamics between them;
g) To understand the importance of public participation and develop methods for its organization;
h) To develop critical thinking upon strategic territorial planning;
i) To develop prospective and envisioning capacities;
j) To develop the ability to work in multidisciplinary teams.

Subject matter
1) Strategy and Foresight: their origin and conceptual framework; Vectors of foresight;
2) The application of strategic planning to a territory. Critical analyses.
3) Specific methods of strategic planning: building of scenarios, structural and SWOT analysis, the support to decision-making, stakeholders strategy. Pros and disadvantages.
4) Methodologies for the development of territorial strategic plans.
5) Analysis of case studies.

Teaching method
Teaching methods:
- Theoretical and expositive classes (debate).
- Discussion of academic texts as well of strategic planning and public policy documents.
- Presentation of best practices in strategic territorial planning.
- Group works.
In class teaching
Evaluation method
Reading with critical recension and class presentation and debate of Scientific Texts and Strategic Policy Documents (40% of the evaluation).
Development and presentation of a group work (60% of the evaluation). Maximum 3 students per group. Each practical work will be centered in a territory and/or sector chosen by the group. Parallel development of an essay on the territory and subject of group work. Each work must apply the concepts and analysis learned in class. The presentation of the practical work will happen in the last three weeks of the semester.
The various themes of the work will be analyzed and discussed with the students during the semester.
