Objectives

a) To understand methodologies applied to the planning process;
b) To master the methodologies of regulatory planning and strategic planning;
c) To apply specific methodologies of analysis, diagnosis, goals structuring, scenario development, choice of alternatives;
d) To devise solutions for problem solving and planning at different scales;
e) To master the basic concepts of the different types of evaluation in the planning process;
f) To acquire the ability to work in groups, write technical reports and to expose and defend the work.

Subject matter

1) Territorial planning: problems and methodologies. Multidisciplinary Territorial Planning: contributions from Geography. Physical planning and strategic planning: goals and limitations. Territory in a systemic approach. The concept of problem in territorial planning. Causes and consequences.
2) Analysis and diagnostic methodologies. Background: analysis of the territorial system. Territorial dynamics. Diagnosis: SWOT matrix. Concept of stakeholder networks. Strategy stakeholders. Structuring Plan goals.
3) Methodologies for the purposeful stage. Prospective and scenario building. Selection of intervention alternatives: multi-criteria analysis to support decision making. Development strategies and territorial model. Design of space needs. Projections and forecasts to support planning proposals. Growth thresholds. Classification and qualification of land use.
4) Evaluation of the planning process.

Teaching method

Lectures: exposition and participatory.
Practical classes: development of a group work, applied to a predefined municipal territory, using methodologies exposed and discussed in the lectures. Students get to know the object of study in a field trip to that predefined territory.

Evaluation method

The evaluation elements and their weight in the final grade are introduced to the students at the first lecture:
i) Midterm test - written test of mandatory attendance covering the first part of the contents (20%);
ii) Full test - written test of mandatory attendance covering all contents (40%);
iii) Practical work - group, with written report and mandatory oral presentation, supported by literature, statistics and field work (35%);
iv) Attendance and active participation in practical classes (minimum of 60% of classes) (5%) (not applicable to student workers).
